Yes the line means his ship hasn't come in yet but far more to me it's saying that when it does it's not YOUR ship for very long, as others flood in to assume various roles and duties.
I believe the singer is saying we're conditioned to want the thing to come in but really, when you think abot it, so what if it does?
There's nothing you can hold for very long.
